Subjective, but probably not.
You aren't really hurting on the CPU side of things. You could really get away with just adding a new graphics card to your setup.
I would recommend a 1060 6gb/Rx 570-80 8gb for your ultrawide. Though if you didn't want to spend the 300 or so, You could probably get away with a 1050 ti if you were willing to compromise on FPS or settings.

This is 1050 ti, ultra, and hes getting around 40 fps.
Another video with medium settings is 60-70.
Your resolution will hurt both of these FPS a little bit, but if you were truly constrained by budget/lack of affordability from the midrange cards due to inflation, then it would be tolerable until they became available, depending on your pickiness.

My roommate just offered to sell me his 980 ti for $200, so I think that solves that problem, lol. Now the question is, is it worth it to sell my current setup for $500, and build a new ryzen one with the 980 ti? Or would a same price intel system be better for gaming?

Friend offered me 500 for it, said having everything assembled and os installed and ready to use was worth $100 alone to him.
Feeling like this is a good place to start? Would I need more than 8 Gb ram? Is a SSD really gonna make a big impact if I'm not playing much for open world games? (skyrim, only occasionally) (obviously startup, but that's not important to me)

I've put 16gb ram in every pc I've built, some games hog it.

SSD is a must, faster boot time and makes games that are on it run much smoother.

Ssd is always worth it. And 16 is needed now with windows 10. I still would say but a 7600k and pair it with the 980 to

missing a gpu, 1060 6gb would be perfect for that.
