You can check your pulse the old fashioned way, like folks have been doing for a 100 years.
As for counting your steps...why does that matter? Isn't the distance, the important number? W/e route you run...should already be marked if it's a path. If it's a road, drive it one time with your car and note some landmarks.
Save the money you would have spent on a smart/fitness watch and get something useful. Like some real estate or some gold.
