I would say there are a lot of scenarios where it would matter. Watching Youtube vids/streams at the same time at full quality while playing CS:GO would be one of those scenarios.
If you'd happen to be streaming yourself it would matter even more. Going from 4.0 to 4.5GHz 6700K made streaming oh so much more feasible. I mean, sure things
work fine and dandy but we are paying for luxury. There is a major difference in having 170-200fps and 190-200fps.
That is only one scenario a simple computer user such as I might encounter. Overclocking is for enthusiasts and they sure as hell can find more CPU intensive scenarios.
