...Speccy is a really nice system hardware/temperature, information Utility.
...simply install it...and run the program...then post a screen shot of the main page of the program, when posting a problem/question on these forums.

His router is not assigning a dedicated internal ip to him.
As devices exit and join the network his ip gets taken and causes the conflict.

After seeing his network he also needs to remove the powerline adapters from the power bars
and connect them directly to the wall. surge protectors mess with those adapters bad.

He could also change the channel on which is router broadcasts a signal.
