I'll agree with you there, The cost is a bit much. But spending $1300 on a monitor without 120+hz is a waste in my opinion.

60hz can cause headaches for some people, Sayaka/Tyko has that issue.

It has less motion blur, Which might help slightly in FPS games. Overall I don't think it makes you any more skilled in a game, But adds more to the 'eye candy' of games. Added fluidity really enhances the gaming experience, IMO.

Please explain how you get headaches from frame differences. So that's like saying everytime he watches a movie/TV show he's going to have a headache or if he looks at a monitor for too long it will hurt.

That is some bullshit

You'd have to ask someone that suffers from it. But monitors aren't a solid image, some people are sensitive to flashing & faster refresh rates are easier on some peoples eyes.

I am not going to go any deeper into it since there are a gazillion threads and decent amount of research on human eyesight on the web.

Do everyone notice the difference? No.
Do most people who play fps games notice it? Since most people who play only play <1h a week, I don't want to give a conclusive answer.
Can most active fps 'gamers' tell the difference? I am confident to say yes. Even if I wouldn't base it on what I have read but on what I've heard from my Steam friends, I would bet on it. Obviously my friend list is skewed since it's 70% >LE and therefor are more likely to be inherently better at fps games (and rest are from irl/only play Dota/a few from JSP etc.)
Does 60Hz feel bad to me when playing an fps game? No. I'm probably quite different from most. It feels like utter shit. The response time difference is insane.
I've played on my friends laptop on LANs and such, it's not too bad if someone is quite near the center of your monitor. Turning around outside your FOV on the other hand is much worse, since it's very hard to see while moving fast. It doesn't matter too much since while doing a 160 you base your aim on map knowledge and sound much more than pure aim.
Is Z97 by a definition a pissy outsider? Yes. High refresh rate does nothing for you. Sorry.

guess tvs dont have Motion interpolation for fluidity
fuck I'd hate to even go back to watching tv w/o it, even though they are same frame but fluidity is big thing
