Well, I can't answer: "how many fans", until you decide on a case. :)

Suppose I go with the cheaper Corsair option you gave me

This is what that case comes with...

Cooling System

120mm Fans
Front: 120/140mm x 2 (1 included)
Top: 120mm x 2
Rear: 120mm x 1 (1 included)
Bottom: 120mm x 1

I would get the Cooler Master Hyper TX3 for the CPU cooler, and another fan for the front, and see how well that helps.

/e NCIX has the CPU cooler and the case fan(s), but not the case. If you want to go all out on the case fans, you will need a total of 4 extra case fans. Like this...

The case only comes with two fans, one in front, one in back. I would get another 120mm front fan with red led to match... http://ca.pcpartpicker.com/list/HQdbhq

Yeah, the CPU cooler and 2x front fans and the one exhaust, should be fine.

Side note: The Cooler Master Hyper TX3 CPU cooler will help a lot, and it's easy to install...aka no motherboard back plate necessary.

The CM TX3 should be installed so the air flow through the cooler is towards the rear exhaust fan.

Like this. Keep in mind that the TX3 comes only with the fan on the right hand side...

Well, cause you already did. AND, he definitely needs a CPU cooler and at minimum one case fan as well, and then the budget (in Canada) goes too far over $100

get another 2 to keep the air current flowing for frond and back,
you keep pushing positive air flow on people and you dont even use it

positive will not keep dust out anyways, and will create air pockets to heat up
near balanced and/or negative will keep an air flow which is great for temps
