Well. Since im about a month removed I bought one from someone else at 400.

Had to immediately replace the shitty Insignia 420W PSu to a 600W EVGA Bronze+ PSU.

So 440 total invested.

Doesnt run WoW on ultra, but high with 60fps in high traffic areas.

Also, thanks to Ghot for helping me figure out it was the PSU that was causing my issue

buying a used computer with a sandy bridge or newer i5 and a 760 would be like $400.

2400 ram cuz it'll downclock to 2133 and it's not much more expensive, plus u can use the ram again in the future.
best quality case under $30, atm unless u wanna spend more for side window and bottom mount psu case.

thanks m8 was gonna get ready to rage with a build of my own. XD I build rigs like these once in awhile, will absolutely handle cs go at ultra (idk about WoW but it will definitely run it nicely)
@ OP If you want to build I recommend something along this line and it is relatively easily upgradeable in the future.
