I don't need to make any "new" assumptions on OS security design because it's already been done. Linux, BSD and OS X all have very rock solid security models. Microsoft needs to implement this very model in their own OS and stop trying to reinvent the wheel.
It's like the Linux/BSD/OS X guys invent a nice, round wheel that works great and can be made better with minor enhancements yet MS still is trying to make their square wheel move like theirs by doing everything to it but making it round. Your "enhancements" are just adding more and more layers of stupid and pointless "security" to a flawed model that needs to be fixed and is a very simple thing to understand. All you have to do is keep users and user processes the fuck out of kernel and system space.
