Bro, what? 8.8.8.8 is an "anycast" address, it will ping the closest server and Google has a branch in United Arab Emirates, i.e they have a server there.
He should get less than 5 hops and this proves absolutely nothing.

@OP are you on wifi or cable, what router do you have? Do you have access to a game like World of Warcraft to check ping on? lmk

I'm on wifi, but speeds are really good and stable. Don't know about the router though.

Thing is I get 130ms for most games, just not d2r...

Can you use Starlink there yet? I'm getting ~30ms ping. Some countries that don't allow it have work around through third party, or using business or maritime contract (may have to be coastal)

If you are wifi check out your router settings. There should be options for 2/5 - if you're connected to 2.4 that can be influenced by random crap like a microwave or even a vacuum cleaner (or older cordless phone sets that have like 5 phones in a house).

Regardless of what you are connected to (should be 5 unless on ps4 or something that can't use 5), check which band channel you're on - especially if you're in an apartment with close neighbors. Isps default to broadcast on the same channels a lot and online games will check if you're responsive to prevent lag for other players (or dupes/hacking etc..

Dunno about Dubai but some countries isp will double your modem as a public wifi spot for them too, usually default is on and you have to opt out of it or do some blocking in the settings.

Also google portforwarding for the device your isp gave you, there could be settings there to change.

The tracer route can be a good tool to check if there's a shorter connection as well, in the settings (usually checking against google) try alternative dns and see how many hops you get.

Fiddling with everything I would also suggest doing speed tests/trace route to see if any of it actually did anything.
