I've said for years, that on reference cards you need to run the fan at a fixed speed. 60-65% is what I use, and even more on the older cards.
It seems JaysTwoCents just said more or less, the same thing.

And everyone else has told you for years, Why run a Fixed fan speed & Have an annoying blower noise 24/7... When you can just set a PROPER fan curves to kick in while gaming/etc.

I've owned multiple reference cards over the years, Proper Fan curve > Static fan speed.
