No, the Members++ user in that thread closed it because even if it's legal or not, it's not allowed to be discussed on this forum. Of which I originally have said.

And yes it does modify the game. The original GPU source code is replaced with different GPU code that was originally written by David Brevik, and other D2 devs. That is technically a "modification" whether you like it or not

@OP, I don't not recommend using any third party tools that modify your D2 experience.
