So if my specific memory I have isnt on that list it wont run at full speed? Am I understanding that right.?

Its not on the list in the manual specific for my processor.

that list is more a guideline, not all inclusive. if its not on the list and you plug it in and runs at lower speeds (and you're using the proper dual channel memory slots), then that memory isn't fully supported.

generally most advertised speeds work in most boards in the proper dual channel config, but this is exclusive to dual channel, hopefully that makes sense

In order to go to 3600 i'm almost willing to bet you'll need 1.5v to stabilize it (via extra power increase). Had this happen before.
I slowly manually increased to like 3466 at 1.3 but couldnt go beyond until i did 1.5
