agreed if he doesnt optimize windows it will eat 4gb ez alone
and then if he games on top hes out depending on game and this isnt even considering browsing yet because that can be huge variable on browsing habits/tabs

Anything more then 2gb after a reset is odd unless you have background shit running.

I'd do a serious virus scan...
malwarebytes and eset online scanner both in safe mode after they've been updated.
if they detect nothing then a format would be next.

hes on home edition though he needs to be completely updated to get more control

control of what?
matt having 2+gb more at reboot with no background garbage IS WEIRD.
OP has a whole other issue of it fluctuating at random per reboot.

May have something to do with you being on DDR3 and I'm on DDR4..

yea ive done a little testing and so far it appears windows defender was the issue. Currently sitting at 25-30% usage, but will continue to monitor it

i can ez see 8gb not enough
i can do fresh install on my sb plex server and it eats up almost 5gb ram until i optimize that shit and thats idle and win 10 pro

win 10 home has less control on os so I can see this eating up 5gb leaving 3gb left for browsing and gaming
