Just to be sure, you're not trying to play on a server from a different continent are you?
Also make sure you're running the game as admin (assuming windoze), can cause problems of you're not.
Lastly make sure you dont have any background downloads going. Open task manager and go to performance tab, and it will show you your network usage.
