Yeah the person with the Plex Media Server need to have the content on a server (PC/NAS or whatever). But Plex servers can be shared to everyone.

Ask friends and family if someone has a Plex media server or know someone who has one you can an invite to. I know of at least 5 people IRL with Plex Media Servers.
Plex is not illegal in itself.

Just an addition to King_atrhur's post. It's not a custom OS, you need an OS on the machine like windows, Mac OSX, Linux etc. So a lot of people actually just runs the Plex Media Server program directly on their windows 7 or 10 gaming PC.
