Wiggle the cable and see if the cable is good. Might be a bad cable.

How much water and where? You don't want water anywhere near any of the contact points (PCI lanes, etc)

I just unplug everything and spray it down with a pressure washer, let sit to dry and reinstall

As long as you let it dry out in rice overnight you good.
