Should work. gt 1030 takes 20-30W depends on the version.

Go with that. Cheap and it has more than just passive cooling. The passive cooling cards are a lot deeper and you may have issues with the components inside the mini case. These business cases usually dont have a lot of airflow.

ok will do, any lesser $ cards for the 1gb ddr5? I feel like the 1030 may be a little overkill for the emulators.

I have a local that will ship me a refurb still in factory seal EVGA GeForce GT 1030 SC for $60... Think I'm going to jump on this one.

Not a bad price, again just make sure it's ddr5, not ddr4.
