We installed new modem and router and then upgraded the internet the next day. It should be higher right?

Power-cycle the modem. It may take a reboot for the modem to start pushing the new speeds. Leave it unplugged for about 20 seconds before plugging it back in.

Modem would need to be provisioned and the new bootfile loaded.

Make sure that was done on your ISP's end

My roommate said it has been provisioned, and he ran a speed test hardwired and it was around 270 download

Ok, then that seems right.

Plenty of speeds. It also matters if you speed testing during peak hours or not.
