not sure why but in the other motherboard tab it shows i3-8350k

Try with CPU-Z. Get it here: https://www.cpuid.com/softwares/cpu-z.html

On the left, choose the purple... ZIP * English version. That requires no installation.

/e You can also try HWMonitor, here: https://www.cpuid.com/softwares/hwmonitor.html

There is only 3 things that are related to overclocking. The motherboard chipset, the CPU and the BIOS code.

The motherboard is overclockable, IF you have an i3 8350K, it's overclockable, all that leaves is which BIOS version you have, which shouldn't really matter.

/ee You have to turn the OC Genie OFF also, but I would imagine your friend knows that?
You can't do a manual OC with the OC Genie turned.... ON.

You need to turn OFF the OC Genie.

/e I listed all the causes for not being able to overclock. You and your friend have to find out which one you're overlooking.

Before all this let me ask you 1 simple question.
Did you update the bios to the latest version?

I'm not reading the whole thread.

But know that this being completely locked out from OC'ing is becomiong more
common with older MSI boards, I've "oc bricked" 2 boards from bios updates.
Contacting MSI will net you nothing, as its all boards past warranty. They also
warn you about reverting back as the new bios update will be longer then
previous. leaving new data at the end of the block causing it to possibly brick it forever.

TBH it sounds like bullshit but I don't have a board I can just test it on and risk it.
So i just haven't, my advice to you would be to actually revert back a few versions
if your able to risk bricking the board, otherwise deal with it as is, with no possibility
of OC'ing it.

Bios is updated to newest, couldn’t edit the clock or anything, only can edit the b clock. He did all things computer related and didn’t know why, lol.

Lol, figured it out ;x

It turns out the bios did not like his full values. For 4.2 ratio he had to use 42.

I'm oc'ed to 4.8hz.
CPU ratio 48 (4.8)
CPU Core Voltage 1.23V

Is that Ratio/Volt good? He put it at 49 ratio, 1.256V before and did the cinebench test and monitored with CPUID and it was good. Tested bot in Overwatch and it was good and left. Apparently PUBG fails but everything else was good. I opened pubg the first time and comp froze, rebooted and opened again but this time PUBG open to main screen to enter but ended not responding. I rebooted again and changed cpu/voltage to above. Can it really not handle the 4.9 above? Friend clearly didnt know what happen and said it shouldve worked after passing the tests and overwatch test.

Use AIDAS64's stability test. Run it for like an hour. If it passes that, it should be ok.
