The most likely case here is that your BCD (Boot Configuration Data - the part of the system that tells the computer where to load the operating system) is hosed, and possibly other boot-related files. Without professional tools, the easiest way to resolve this is to do what King Atrhur already suggested - boot to a Linux Live disk, backup the files you need, then do a clean install of Windows 10 using the bits located here: https://www.microsoft.com/en-us/software-download/windows10

It still could be a hardware issue. The REASON that is is continually looping is just a "setting" in Windows.

By default the "Automatically Restart" option is always checked. See the red dots...







As an example of an easy fix hardware issue that could cause this would be: Dried or non functioning thermal paste on the CPU. During the time needed for the POST to complete, the CPU can heat up fast enough to trigger the thermal shutdown. We've had this exact problem on here a few times in the past.
I'm not saying this IS the problem, but just that there ARE hardware issues than can cause a loop when trying to start the comp.
