Ok the two pins circled in RED, when shorted together with a screw driver blade or with the case's power switch...will start the comp.
To test the power switch, to see if it is broken...use a flat blade screwdriver to short the pins in the RED circle together. If the comp comes on, no problem, then you know that the power switch on the case isn't working.

/e You can take the two wires off of those pins before you try to short them together.

Actually, you can take all the wires off that connector if you want. The others are just for lights and the Reset switch.

Also, there should be an ASUS Q-Connector. It's a plastic thing about 1.5 inches long (.25" x .25"). You plug all the case wires into that, then plug that into the motherboard.

Whenever you replace a motherboard... you have to make sure of a couple things.

1. Always use the I/O panel that comes with the motherboard. It's about 2" by 5" long, it';s where all the stuff hooks to the back of your comp.
2. Always make sure the power connections to the motherboard (24 pin and 8 pin) are in all the way. Sometimes they don't get seated all the way down, and can give you weird problems like you're having.

IF the Seasonics power connectors weren't seated all the way...it could cause the problem you're having. Put the Seasonic back in, and make sure the 8 and 24 pin connectors are seated all the way....there should be a clip that locks into place.
Seasonic makes the best power supplies. Most other companies use Seasonic guts, in their top of the line power supplies.

There is an off chance that you got a bad PSU, but I doubt it, especially from Seasonic.
Also remember to make sure the connections on the power supply end are seated all the way too.

When we try to make the wires look nice...sometimes we can wiggle the connectors loose, on the power supply end or the motherboard end.

/e If it does turn out to be a bad power supply, you can probably just return it to w/e you bought it, for replacement. (like Newegg gives you 30 days for example) At worst, you'll have to RMA to Seasonic.
If you do have to return to Seasonic, ask them about advanced replacement...like where they send you a new one...THEN you send them the bad one.

It shouldn't be able to hurt the power supply. Even if the case power switch got "stuck" down, for hours, it wouldn't hurt the power supply....might mess the motherboard, but not the power supply. You MAY have just got the very rare...bad power supply.
If no amount of fiddling with the power supply connectors will fix the problem...AND if the other power supply works, with no problem, then get a new Seasonic....either from the e-tailer or Seasonic.

As for making sense...it won't. They make power supplies by the millions...every now and then, a bad one will slip trough.

/e Try to get it replaced from the online store you bought it from...first. If it's past their time limit...just call Seasonic, and set up an advanced RMA (where they ship the new one, THEN you send them the bad one).
