Check for superfetch running, in the list of things and stop it. This started in Windows 8 and they never fixed it.
As soon as you do something it locks up and spikes in disk usage.
Could be a few other things like updates but superfetch is common.
did that and a million other things recommended by interwebs

Download Process Hacker and view -> tray icons -> i/o history + disk history and see what's using all the resources when this happens.
