I won a Samsung Galaxy Note 2 from a YouTube giveaway. This was way before everyone started doing international giveaways. Now, it's just bs and they are probably just collecting your info to sell it for even more money. It may be free but not from the IRS, since the PC is over $1,000.

You can think what you want but all they got is my name an email I use to signup for stuff that will get me spam mail and in-laws address for shipping. Also I already planned to declare it on my taxes lol. Still it is thousands cheaper than buying the parts and building it myself...

Does gift tax apply? I think it's family only, not 100% sure and too lazy to look up lol

No it doesn't, pretty sure I will get a 1099 or something from Paul or Main gear and have to pay taxes on this like winnings from a game show or something similar.
