not running any other programs while running poe

GeForce GT640

Yeah, that's still about the same as modern Intel integrated gfx, not really good for more than web browsing and video watching.

yeah intel hd 4600 can be iffy sometimes in PoE, especially in certain boss fights with a lot of assets on screen. However where it really might become an issue is if you only have 1 stick of RAM, the cpu and igpu sharing a single channel in a game like PoE sounds like a bad time.

also, your os is probably a dumpster fire judging by how much you know about your own hardware specs, can only imagine how many pando media boosters, malware, control panels, virus scanners, toolbars, driver doctors, etc. are running in the bg at all times.

In any case you should get a gpu. For that cpu a 1060 would be good in general but if the most demanding game you are playing is PoE i would shoot for a 750 ti or 1050 (non ti), either would be cheap, fast enough for PoE, and probably enough for your PSU to handle as no external power is required.

The only benefit for springing for something like a 1060/1070 or even a 1050 ti for would be for higher triple digit numbers in the hideout. When fps truly matters in PoE i.e in maps, breaches, intense situations where you might actually die end-game, gpu usage goes down significantly as the cpu does most of the legwork. It's not a very demanding game in the GPU department in my experience but if you're on Intel HD especially with 1 channel the shared memory bus could demolish your frames.

Open msconfig, go to Startup, disable everything you don't use, then go to Services, Hide all Microsoft services, disable all that shit, keep anything you know is important running like if you use a Wacom drawing tablet or something. run MBAM to get rid of PUP's which would include toolbars and hopefully any other freeware shit like aforementioned media boosters that come with whatever freeware junk your kids may be installing. Reboot. That's a good starting point.

Anyway, can I see your Speccy window?

hit ctrl + shitft + esc to open the task manager. There you can either browse through the processes your computer is running. Also, you can go to the startup tab, and it will tell you all of the non-relevant programs that start automatically when you turn on your computer.

Essentially another way to go about the startup programs, msconfig is just a bit more in depth.

If you're on 7 there's also a lot of extraneous microsoft schedules tasks and services to disable like shadow volume copy, wuaserv, windows indexing, etc. etc., going into the registry to change all services to start at boot asap instead of staggering them by an arbitrary amount of time but that's excessive min maxing on my part cause i want to lose as few cycles as possible to shit I don't need but I also don't want to switch to GNU/Linux. None of this stuff results in noticeable performance.

/e i just remembered how one time the windows user experience service rekt my ass in the middle of a game once when it decided now was a good time to start benchmarking all my components. That was actually the reason I started going through and turning off everything I knew I didn't need.

Most likely comp is shit. Any pre-built that doesn't have a gfx card is not meant for gaming whatsoever. And even all the ones listed above are pretty old and obsolete at this point. If you have even $500 to spend, I highly recommend building a new system, if you want help you can find it here
If the actual putting together process is daunting to you, there are multiple good tutorials online that go step by step how to put together a pc, a good one here: https://youtu.be/IhX0fOUYd8Q?t=7m15s

there's no need to build a new system for PoE if he already has an i5-4440s
