CSGO I have 400 fps, maps are preloaded and I have stuttering .1 sec
when win10 'shuts down' it's more like a sleep so most of that stuff ur booting from RAM. Try a cold boot to see what I mean.
how can u dismiss it as not the problem if u havent checked to be sure
see what is happening when the stutter is going on, if graphs are normal we can rule out hardware performance or something in the background eating tons of resources like an active virus scanner and look at other things like system config and drivers.
also possibly related: do you have ccleaner?
