What would be a reason why 64 bit would not install then?

It was only allowing him to install 32 bit for some reaosn

only thing I Can think of
most 32 bit cpu's dont even report temp thru speccy/core temp/hwinfo etc. tho
at least my pentium d doesn't

You are probably the only person on the planet with a Pentium.

From what I know, Prescott cpu's have the lowest performance to watt ratio of any cpu ever created so I think that makes it historically important.
Just to think nothing that came before or after managed to accomplish so little math for the power consumption is very interesting.

And it will never be topped in that regard.
