I have a Hyper 212 EVO (push/pull) on an 8350. I could get 4.6Ghz fairly easily.

Yeah but 4.6 isn't the same as 4.9, heat is going to increase more than going from simply 4.0 to 4.3 or 4.3 to 4.6
i agree its possible to pull off but he'll need a decently well binned chip
