Benefits = faster computer
Harmful? = only if you overdo it
8350 = on a good air cooler 4.6 - 4.7Ghz on AIO water 4.8-4.9Ghz
Necessary = not really ( but it can add another year or so to a build if budget makes you hold off on a new build)
RAM = depending on how you OC the CPU the RAM can also get OCd automatically. RAM overclocking is not really needed unless you are in a benchmark battle or the like.
EVGA 1060 = Yes it can be overclocked. As for the need...same as CPU. It'll run a bit faster and give more life to an old system.
