The E2-1800 is not upgradable,its a BGA socket which means its welded/soldered onto the motherboard.
Which also means you cannot upgrade the cpu, since its impossible to get the old one off, you would have to buy a whole new motherboard...
For the same price you can buy another laptop used.
If you can't upgrade the cpu, you can't upgrade the graphics as well.
There are 250$ laptops at wal-mart that would allow you to be able to play POE .
Only thing i can recommend you, is to lower your screen resolution
1920x1080 , down to like 1360x768 or something lower than the maximum. Make sure to change the screen resolution in game too.
You can google " Bios settings " and be able to Possibly Overclock the motherboard 5% or maybe even the cpu/graphics by 5 to 7% , but keep in mind, the laptop will run a lot hotter, so you might want to make sure the fans are clean.
And never put it on your bed or a blanket or pillow .it will cause even more heat.
