Like to see if each wire actually carries a voltage or if anythings crossed/broken.

I suggest you try the cable then like I stated.
But hey its not like i've been doing this for years or anything maybe t_y_k_o can explain in detail how to test the cable.

checking to see if the cable carries power is pointless if you can't solder, especially if the cable is permanently attached to either or both components & you can find a replacement cable or want to buy another replacement panel etc etc.

just use external monitor for now until someone comes up with a better solution.
