Is the ram on the qvl? Can you run Memtest86.
What speed is the ram maybe it's oc is bugging it out.
New ssd/hdd? Can you bench it with hd tune and check health.
Also when you said u disabled those bios settings which 2 do you disable to get it to boot. Cause you listed 2.

I disabled the Windows 8.1/10 setting and the Windows 7
It's just the Network drivers that are hanging up so I'm thinking it's the board itself.
EDIT: HD Tune says the drive is ok
