Gtx 1060 and rx480 pretty much performs the same an has similar prices. The only reason is a bit more attractive is you can crossfire it. So clearly not overpriced.
As for kaby lake vs ryzen. Intel will still have the upper hand with higher ipc which is the true factor for gaming.

Not saying one is better than an the other. But they both have their weak points.

its up to you, but saying they are over priced doesnt make sense because they dont have any comparisons that are cheaper (with equal performance)
