After you turn all the Dependencies on....then reboot, and then try to turn the Windows Firewall service...on.

Just found this as well.....

1. Click on Start.

2. Right click on computer and select Manage.

3. Go to device manager, on the View tab, click on: show hidden devices.

4. Click the + sign by: Non plug and play driver, select Windows firewall authorization driver.

5. Right click and click on properties. Click the Driver tab, set it to demand and start the service.

/e Keep in mind, that if you have a 3rd party Firewall installed...it is probably preventing the Windows firewall from starting.

Could be. Try uninstalling it...see if the Windows firewall works.

All the Windows Firewall needs to work is those 4 services that it depends on, started, and the Windows Firewall Authorization Driver.
I can't test it with mine, cause I have paid Bitdefender firewall, and I KNOW it turns off the Windows Firewall. :/
