Couple clarifying things:
Have you "repaired" Windows since hyper v last worked?
Any new/different hardware?
Have you used any other virtualization along with it? VMWare or VirtualBox?
Do you have sleep/hibernation enabled in windows?
Run a command prompt as admin and issue "bcdedit /v"...do you see the hypervisorlaunchtype line listed?
While you've got the cmd window open, issue the command "net start hvboot" and then try to start hyper-v. Any difference?

This must be some other kind of option is turned off, since in Turn Windows features on or off is everything enabled on Hyper V and in bios is enabled.
What you can do is check Hyper V options and service in Control Panel\Administrative Tools\Hyper V Manager
Also in Control Panel\Administrative Tools\Computer Management -> Event viewer -> Windows logs -> Application, Clear all logs and when you get that error go back there and check the error description and id
