unplug your new hdd's power and see if it's still doing the same thing

when its unplugged it powers on fine. It doesnt hinder my actual startup time. I load usually at into windows at 9secs.

But not getting power for almost 2 secs .......adding the new hdd created the issue ...theres go to be a reason for this.

tried reformatting
It is not the primary boot drive, just for storage.
Dont know what it is.....

Try a new sata cable if possible. May be a bad grounding on that wire.

Well really one last thing I could think of...

Unplug the sata cable from the mobo and see if it's still acting the same.
