Windows Defender has to be enabled in Services, as well. Quite a few of the better AV's will disable Windows Defender in Services, when they are installed, to avoid conflicts.
In Win 7 you can open the Services Window, by typing: Services.msc in the START > Search box.

Also... Webroot is far better than Windows Defender.
