turbolink doesnt sound like a great powersupply whats your maximum budget for powersupply+videocard?

Turbolink is the model, Aprevia is the brand.

Unless you increase your budget, it will not be beneficial for you to upgrade your card, because you need a better power supply.

ok so below is the specs for my computer. the games i play on my computer consist of WOW, Leauge of legends, and sometimes D3. i dont need anything to crazy though i would like to consistently hit 60fps at least on league. when i downloaded the wow patch today it said my computer will play it sluggishly. ill have 100$ at the end of the month is there any graphic card i can play on my processor ( i know i need to upgrade the processor too but limited resources)

Don't get that power supply...it's not that good.

Get this one, it's much better...

/e The EVGA 700B, has innards made by HEC...not good.
The EVGA 650W GS has innards made by Seasonic...much better.
