Yeah your readings are completely normal, your gpu usage is basically gonna vary depending on whether the game is CPU or GPU dependent, as well as how the game is made.
For example, if you play something like Witcher 3, your CPU will be utilized around 50% but your GPU will be pegged at 99% full time. Unless you limit the FPS or use Vsync.
In overwatch, it is a little more CPU demanding and at the times where your CPU usage is at like 100% your GPU usage might go down a bit.
In Diablo 2, both are gonna be at like 20%.
Basically, when your CPU is the bottleneck, your GPU usage might go down so it's normal for it to be at like pretty much any %.
As for the power usage, that can go as high as it wants too. Once again, most people raise it past what your card can do with a stock bios anyway. The only limit on how much power you can use is the power configuration of your card (75W for the pci slot and 150W for each 8 pin connector). Your bios will be set a decent amount below this limit though.
What happens when it hits 100% is that your card will throttle itself and lower its clock speed so that it uses less power, people raise the power limit to avoid this happening.
