Once I load into a game it’s not great but manageable, but 70% of the time I can’t even choose my character. Game just stalls on me, then sometime crashes or I eventually get loaded into the game with a random character

this is sad.. Try cleaning, removing some dust, pet hair and maybe repaste your CPU, GPU.. it's a try.

that GPU is a huge bottleneck for DOTA
