you should really use a LAN cable from your downstairs router to your second story
e: attach an accesspoint if you need good wlan coverage upstairs.

you could always disable the wlan from the T-Mobile box and attach an accesspoint. A personal recommendation are unifi products, i got 2 AP and the mobile devices/cameras have perfect signal quality.
i dont know any extenders for a 5ghz wifi that also create 2.4ghz nets from the top of my head, but they may exist
