Depends on your objective, but generally no, especially if you’re comparing 2x 16 core vs single 32 core.

Last consumer grade boards I recall doing dual cpus were from the X99 days (although there may have been a few ones later).

Unless you are doing cpu heavy server tasks, this is a pointless rabbit hole to go down. But if that is what you need it for, I would look into supermicro boards.

No. It will hurt the performance if you had 2x CPUs of 50% Performance compared to 1x CPU og 100% performance. Because of cache latencies.
