want to check if cable is bad? switch the cable between two monitors-port combination
I doubt any cable would be so bad that it couldn't handle 1080p 75hz (unless very long)
I would check settings first like https://www.amd.com/en/support/kb/faq/dh3-007

just realized you use hdmi-displayport bullshittery, this converter is probably limited to 60hz, maybe even causes issue with the color

Cable issue imo

And I know some shit cables aren't made to fit with monitors

Few things to try out:

1. If you have a second computer that can handle two monitors with a standard graphic card, try plugging these monitors to it

2. Try switching cables one monitor to another

3. If steps 1 & 2 are working fine, buy new cables (prime cables got some cheap ones)

Always Best to use the cables that come with your Monitors and not out-dated ones laying around.
Some of the Older HDMI cables, and also the older generation Display port cables, don't support all speeds/colors.
( However this is probably not your issue )

( This here below is probably your issue )
Most RX6600 Series cards only Support the fallowing.
Main Monitor = 144Hz refresh rate, using Display Port as connection.
Secondary Monitor = 60hz refresh rate, using HDMI as connection.
