Had this happen to me one. My laptop stopped working so I took it apart and found a hole burned in the mobo (was a cheapo laptop, cheap parts). Brought it to get an estimate on how much to replace the mobo, they called me back in a week telling me my mobo is bad and they wanted a $45 diagnostic fee. I had already snagged the hard drive from the thing, so I just told them they weren't getting a dollar from me for a diagnostic fee since I clearly told them before even giving it to them what the problem was. They ended up just giving the laptop back because the cost to repair it was more than the laptop was worth (discontinued motherboard)

So they're literally baiting you into buying a brand new laptop, take it to a place that only does repairs.

If they can't tell you exactly whats wrong then they aren't good at their job.

Also a "biro" is a ballpoint pen, you paid 50 to have him try and press the power button, like did they even take it apart?
