So the generic idiot can't get into the BIOS and mess things up, while the device is still under warranty.
If said laptop is no longer under warranty, ACER will probably just send you a BIOS chip, or just tell you how to reset the password. After the warranty runs out, they probably don't care if you access the BIOS.
/e Hell, the BIOS chip may not BE soldered in at all. It may be in a socket like on ASUS motherboards, for example.
