RIP WRONG SUB

Hello I recently bought a new computer and everything seems fine except when I stress test the cpu gets real hot..

soo idle temps are around 25 - 30 but usually sits on 27 not moving.

and when gaming i haven't seen it go above 60

then I stress test and every core is above 90 all high 90s =l

specs:
i7 8700k
h115I cooler
asus prime z370-a
gskill 3k 16gb ram
corsair 750 80+g psu
500gb 960 evo


I've tried reattaching the cooler with new thermal paste that didn't work although I could probably use some better quality stuff maybe...
I tried turning off multicore enhancement...
my vcore was only at like 1.1

I noticed my cpu fan wasnt going above 1400 even at 100% load which is weird because I have it set to full speed in the bios and performance on Corsair link.
pumps fine at 2800

I've been reading different things and fiddling around with settings.
just not sure what to do really..

only thing I can think of that I havent done is update the bios

stress testing is far more strenuous on the machine then gaming.
It's essentially pushing your system to it utter limit.

we can justify Intel's lazy use of tim between the die and ihs by blaming it on the type of stress testing being all we want and that will never end, the ante will just keep being upped, eventually when they're just stuffing the ihs with sawdust people complaining about throttling when gaming will be told going above 50% cpu usage is very strenuous! Nearly thermally throttling at stock speeds is ludicrous, especially on water . Ryzen is cheaper but they still use indium solder and provide better stock coolers so what's Intel's excuse?

stress testing used to be seen as the best way to determine how far you can overclock and overvolt a cpu even on budget aftermarket air cooler, there's no way we can move the goalposts from there to stock speeds on water without putting Intel on blast.

I remember when they had to patch prime95 because intel's laziness regarding Haswell's thermal transfer. Lmao.

He's using AIDA64 for stress testing. Via PM we talked about this.
Latest PM said something like he got all the cores working (instead of just four), and it helped lower the temps.

He also use Corsair link which I can't really help with. He said that even under max load, the rad fans never got above 1400 rpm, even though via the specs, they go to 2000 rpm?

could try just using bios to control the fans and pump instead of corsair
aida64 on my 8700k with all cores 4.8 barely gets to high 60s and havent even delidded yet but also found the sweet spot on voltage which was way lower than release bios settings

what bios?
