It says severity everything is running poor even tho it passes every test?

I have a i5 6600k
GTX 1070
16 GB RAM
3 TB HDD

I have stuttering in games and shit but I'd assume maybe one thing out of 5 isnt running well, why it says it to everything?

What test is this? There's no information at all. It's useless. Looks like some crap Microsoft would make.

try http://www.userbenchmark.com/Software maybe something in particular will score really low in a quantifiable way

if i had to guess though you have a lot of background stuff eating cpu and the i5 only has 4 threads. Stuttering i.e skipping frames is typically the fault of the cpu. whereas slow gpu simply equals low fps

yeah i dont know, run disk/gpu/cpu monitor graphs from process hacker in your taskbar do windowed mode or windowed fullscreen with visible taskbar and see what goes up and what drops when you experience stutter. if the cpu usage drops but disk graph spikes it's i/o related stutter, if gpu drops lower and/or cpu spikes up it is cpu lag. If gpu is maxed out... well i really don't think that would cause stutter.

have to go from there.

If nothing is off with those graphs something must be misconfigured or there's a hardware/driver issue

Or it's something a bit more esoteric like a RAM bottleneck, but i've only seen that happen once to a friend playing FO4 on an overclocked DDR3 system. I really doubt that's happening.

my thought as well but especially with 16gb of ram most sensibly coded games won't stutter due to i/o. If they do there's probably some modification you can make or command line addition you can do to the launcher like --waitforpreload that will lengthen load screens but eliminate stutter

you should see what the performance graphs say. if gpu and cpu utilization both drop during the stutter 99% its the hard drive being too slow
