Turns out DDU had an error and didn't completely uninstalling the old drivers, I assume this will fix my issue.

E: Still having problems. Install of new drivers finishes, restarts and then shows no AMD display driver is installed.

All I know of for GPU off-hand are Afterburner/etc, Aida 64 and Speccy.

Perhaps the following will help find a solution;

Computer is pre-built SFF Optiplex 980, 16gb (4x4gb) ECC DDR3 1333mhz, Xeon X3470. From what I can find this is an issue with some Dell and AMD cards, I would have snagged a 1050 if it had/were single-slotted-bracket.

Will try out Linux.

Can't find any hard information on the subject, doesn't state on the motherboard itself.

However, it's currently running just fine on an Ubuntu installation.
