i5-6500 CPU

AMD monitor as well with Freesync turned on, all Drivers updated

WOW with all settings maxed out Fps = 60 I think it should be way higher then this
TF2 / CSGO giving me problems as well, fps is fine but im stuttering like crazy even with 50-100 ping but it is spiking randomly to like 160-200

alright thank you

do you know what could be a potential problem with other 2 games?

i do have a router downstairs but i have the wireless internet chip in my pc which is upstairs, i dont believe thats the issue tho

Many factors come into play with ping. (wifi/local node/servers etc)
Wifi is a big no no all around for gaming period. get wired if at all possible.

Run a speed test/ping router/ping google.
Are you cable/dsl/satellite connection etc.

80-100 ping is normal for most game servers unless your located by one.
The huge spikes could be just wifi.

i can bring the router upstairs to the game room i will just need a longer ethernet cable

when i did a speed test i was at 12 MS

Im using timewarner

i feel like the stuttering on those games isnt necessarily a ping issue.

Need to see what your referring to but sounds normal to me for a wifi connection.

well for example my ping on wow is 66 right now with no studdering

but on those games its like i walk and then randomly get stopped like i hit a wall then start walking again its weird

Well if it works in one game and not others that would imply either server issues on their end or bad settings for the game on yours.
Google the game in question and how to solve ping issues cs:go i'm sure has an ini file as well as tf2 you can modify.
