Lenin's part (1:09 in) I want to know if there's any rappers out that use a similar style to his.
I noticed heavy annunciation in the beginning of his verse, then his speed rapidly picks up
and then drops off again.

Closest I can get is T-Rock. His style is multi-faceted. Just listen to the first and second verse to this song. One of the most skilled rappers out there.

he's pretty decent..i'd put hopsin>him but not too bad regardless
but not quite what i'm looking for...their styles are pretty different (Lenin vs T-Rock)
