You can find starter packs that come with everything you need (bass, practice amp, strap, bag, tuner, etc.) for like ~$200. Imo something like that is the best route to go when it comes to starting out, just easier/quicker and most of the time cheaper than getting the pieces individually. I had an Ibanez one that got me started.

Start off with a precision of some sort, if you are going the fender knock off route

My squier I've had since 2006 and It still works great....the pickup hum is annoying as fuck though

You might just want to go for one of the cheaper active P-up models, like a lower end Schecter or Ibanez/Spector

Always start with a 4 string, and if you want the best prices you have to do a lot of research. Amazon, Musiciansfriend, Guitarcenter, etc....check em all out, in ADDITION to checking out your local Craigslist musical ad's and eebay.

If you are lucky, you could find a $400-500 guitar and snag it for $200, if it's slightly used, and so long as all it plays fine, thats np.

And once you get it, I suggest you head over to Studybass.com ..... amazing, if not the best, resource for beginning bassists on the web.

I am still a bit of a beginner myself, so I kinda have an idea of these things

i got my yamaha for about 180 for just the bass..it's a perfectly nice bass and i've gotten some info about it...i guess it's pretty decent for the price..

also has both pbass/jbass pickups which i am told is reasonably convenient.

here's the link if you wanna give it a look

this is the one i got and i really like it.

also got this amp for 100, its normally 130 but if you can grab a floor model it's only 100...and it sounds good, plus standard 3.5mm headphone jack so you don't have to get an adapter for standard headphones =)
